
When it comes to public procurement and environmental sustainability, one of the most frequent requests we receive in our offices is:
“Do you have CAM certification?”
A recurring question, but one that stems from a misunderstanding: there is no actual “CAM certification”.
The Minimum Environmental Criteria (CAM) are not a certificate or a label, but rather a set of technical and environmental requirements established by Italian legislation to make public supplies more sustainable.
To comply with CAM, it is necessary to use recycled materials certified by third-party organizations, according to recognized certification schemes.
In this article, we clarify what CAM are, which sectors they apply to, why self-declaration is no longer valid, and which certifications are actually accepted.
Why Minimum Environmental Criteria Are Mandatory in 2025
From January 1, 2023 (and with full operation in 2025, in parallel with the new Procurement Code – Legislative Decree 36/2023), all contracting authorities must include CAM in their specifications. The sector regulatory reference is the Ministerial Decree of June 23, 2022 published in Official Gazette No. 184/2022, which replaces the 2017 Construction CAM and aligns the requirements with the National Recovery and Resilience Plan (PNRR).
Objective: To reduce environmental impacts throughout the entire life cycle of the work.
Scope of action: From new constructions to maintenance, including the supply of prefabricated components.

Self-Declaration? No Longer Accepted Since December 6, 2022
With the entry into force of the Ministerial Decree 23/06/2022 (December 6, 2022), self-certification of the recycled percentage has been abolished. From this date:
❌ Self-declared environmental claims have NO value.
✅ Verification by an accredited third-party organization that issues a “recycled content” certificate according to a recognized scheme is mandatory.

Talking about “CAM certification” is improper, but it’s understandable given the complexity of the regulations. The important thing to know is that CAM compliance is a legal obligation, and that self-declaration is no longer sufficient. Those who want to participate in public tenders or supply materials to the Public Administration must be able to present documents issued by qualified third-party entities, in line with the requirements of the decree.
